The following excerpt is taken from the "Dominion Scout" Magazine, June 1910:
Since we went to press our Dominion Chief Scout at his own request has been transferred from the active unattached list of Volunteer Officers to the retired list, and his Excellency the Governor has granted him a step of rank on the recommendation of the Minister of Defence. Our Chief Scout, so well-known throughout the Dominion as Major Cossgrove, V.D. is now Lieut. Colonel Cossgrove, V.D., N.Z.R.L. We are sure that the many thousands of Boy Scouts and their officers will join with us in wishing him long life and good health to enjoy is well-merited promotion.
